Village Home & Community Services (HCS)


In October 2005, Village Learning & Achievement Center became approved to provide services for individuals enrolled in the federally funded Medicaid Waiver Program called Home and Community Services (HCS).  Village Learning & Achievement Center is certified by the TDMHMR Waiver Survey and Certification Office as an HCS program provider.  This allows us to provide high-quality services to low-income individuals with disabilities in our area and offset our programmatic costs through the Medicaid provider case management fees we earn.  Most companies that are HCS providers are for-profit entities, and not known for the quality of service they provide.  Being a 501(c)(3) nonprofit organization, Village Learning & Achievement Center will generate revenue through this program to grow and improve our programs and services. 

SERVICE COMPONENTS

The following services are available under the HCS program:

• Case Management

• Adaptive aids

• Minor home modifications

• Counseling and Therapies including

  • Speech and language pathology
  • Social work
  • Occupational therapy
  • Physical therapy
  • Dietary services
  • Behavioral support services

• Dental treatment

• Nursing

• Residential assistance

• Consumer-directed services

• Respite

• Day habilitation

• Supported employment

HCS ELIGIBILITY

• Eligible for Medicaid or Financial Exempt Medicaid forums

• No age limit

• Must not be enrolled in another Medicaid waiver program

• Must have had a determination of mental retardation made in accordance with state law or have been diagnosed by a physician as having a related condition (e.g., Autism Spectrum Disorder)

• Must meet specific requirements for intelligence quotient (IQ)

• Must have chosen the HCS Program over the Intermediate Care Facilities for Persons with Mental Retardation Program

HCS ENROLLMENT PROCESS

There is an extensive waiting list for HCS services in Texas with tens of thousands of individuals with disabilities in line to receive services. If you have a disability or a child with a disability and anticipate a future need for HCS services, it is imperative to enroll on the waiting list immediately.
